At Maryland Addiction Directors Council, we are dedicated to providing comprehensive education on best practices in behavioral health, compliance with current legislation, and effective evidence based treatment approaches. Our mission is to empower treatment providers, and individuals seeking help, and legislators with the knowledge and resources needed to address behavioral health issues effectively. Meet the Team
President
Craig Lippens
Craig has been working in the behavioral health field since 1989 and has worked in every level of care from outpatient to managing multiple site residential treatment programs. As President of MADC during the COVID 19 pandemic Craig helped programs transition to telehealth and worked closely with the BHA. Craig is a past Vice President and Secretary of the Baltimore City Substance Abuse Directorate. Craig has a Masters Degree in Counseling and a Masters of Business Administration. Currently he is a Program Administrator at One Promise and is the owner of CHL Consulting a behavioral health management resource company. Craig is a prolific grant writer and has been a reviewer of SAMHSA grants for over a decade.
Vice President
Kim Wireman
Kim Wireman joined Powell Recovery Center, Inc. in 2003 as a clinical social worker. Since joining Powell she has served as Clinical Director, Senior Vice President, Head of Clinical Operations and (since 2013) has served as its President/CEO of Powell. Under Ms. Wireman’s management Powell has expanded client treatment services offering more 300 residential beds, dual recovery treatment andexpanded addiction medicine for clients. Powell is a 501(c)3 serving public health clients in Baltimore city for over 30 years.
Secretary
Kristy Blalock
Kristy E. Blalock, LCPC, LCADAS, MAC, NCC, BCPC, CADS, KAP, is the Senior Vice President of Operations for Pyramid Healthcare, bringing more than 25 years of experience in substance use and mental health services. Kristy has extensive clinical and leadership expertise across community and correctional settings, specializing in the implementation of treatment programs for individuals involved in the justice system, those with co-occurring disorders, and people experiencing crises. Kristy holds degrees in forensic psychology and clinical counseling. Ms. Blalock serves on multiple boards, including MADC, Community Behavioral Health of Maryland, and Recovery Anne Arundel, and has served as a commissioner on the Governor’s Commission on Suicide Prevention since 2024.
Services
MADC is dedicated to advocacy while mentoring and educating new programs. We serve as a valuable peer resource for existing behavioral health programs, providing guidance and support to enhance their effectiveness. MADC members have hundreds of licensed residential beds for substance abuse disorder treatment and treat thousands of patients in various levels of outpatient treatment in locations across the State of Maryland. MADC has submitted testimony every year in support or objection to current legislation with the objective of having our voice heard. Our commitment is to empower individuals and organizations in their pursuit of excellence. Join us in creating a collaborative environment that promotes growth and innovation.
MADC has merge with the Baltimore City Substance Abuse Directorate effective July 1, 2026 and this will allow for greater advocacy in the Central Region of Maryland. The Directorate brings a number of established, quality programs into MADC and together our voices are stronger.
